围绕2008年北京奥运会对信息技术的需求,配合北京数字奥运规划的实施,发展和促进中欧数字技术的合作与交流,希望能与欧盟建立一种长期、稳定的联系,主要围绕奥运信息技术发展及其在其他奥运建设方面的应用领域开展广泛合作,借鉴欧盟各国先进的技术、成熟的理念来共同促进数字奥运工作的顺利开展,将2008年奥运会办成历史上最成功的一次奥运会。

其中,前12个项目早期已提交欧盟寻求欧方可能的合作伙伴,其余6个项目是拟新增合作项目建议。“面向奥运的多语言智能信息服务系统”、“物流综合信息服务平台工程”两个项目已经与欧盟有关企业开始商谈合作事宜。
二、人员交流
(一)5月8—24日北京市人大副主任林文漪女士率团赴希腊考察雅典奥运会情况(北京市信息办人员陪同);
(二)9月北京市科委组团赴西班牙、希腊考察奥运基础设施建设;
(三)10月底科技部等赴布鲁塞尔参加中—欧数字奥运工作小组例会。同时,邀请一批已成熟的合作项目单位的有关专家、工程技术人员随团(20—30人),研讨并具体落实合作项目实施。
三、主要交流活动建议
(一)5月北京第五届科技博览会,拟举办相关科技奥运、数字奥运技术与装备展览等活动;
(二)10月北京数字奥运技术国际论坛;
(三)2004年4月北京奥运技术发展国际论坛(拟邀请美国、欧盟、澳大利亚、日本和韩国等参加);
Draft Proposal for the Cooperation between China and Europe Union on Digital Olympics
(April 3, 2003, Beijing, China)
The proposal is drafted to outline the working scope so as to satisfy the demands for information technology to host the Beijing 2008 Olympic Games, to support the implementation of the Plan of Beijing Digital Olympics, and to develop and promote the cooperation and exchange of digital technologies between China and Europe Union. Through the cooperation, it is hoped that a lasting and stable relationship between China and EU can be established. The cooperation activities will mainly be conducted in the fields of information technology for the Olympic Games and other related fields for the application of information technology for the construction of Olympic infrastructure. Taking advantage of the advanced technologies and matured concepts developed by EU countries, the task of Digital Olympics can be conducted smoothly by joint efforts from China and EU, and the Beijing 2008 Olympic Games will be hosted as the most successful one in history.

2. Visits
i. May 8 – May 24, 2003, Ms. Lin Wenyi, Deputy Chief of Beijing People’s Congress, will lead a delegation to visit Athens (staff from Beijing Information Office will accompany Ms. Lin)
ii. September 2003, Beijing Science and Technology Commission will organize a delegation to visit Spain and Greece to investigate the Olympic infrastructure construction
iii. End of October/Early November 2003, MOST will organize a delegation to Brussels for the second meeting of the Working Group. In the mean time, MOST will invite experts and representatives from Chinese companies that are responsible for the Cooperation Projects to join the delegation.
3. Other Activities
i. May 2003, Beijing High Tech Fair, an exhibition for the Digital Olympics Technology and Equipment is planned
